So, even if I have my pore water sampler pumped up to 50 kPa, it will be pulling in both gravitational and capillary water?

It depends on how wet the soil is that you are sampling from. If the soil is saturated or near saturation and you are pulling samples from it at a 50 kPa of suction you will be pulling in both drainage water and the more tightly bound capillary water. If the soil is at field capacity (around -33 kPa water potential) or drier then you will only be pulling in capillary water.
